FMM supports establishment of TVET special commission

LUMPUR: The setting up of a special commission on technical and vocational education and training (TVET) will rationalise and optimise funding and resources to minimise duplication of programmes among TVET institutions.

Federation of Malaysian Manufacturers (FMM) President Datuk Soh Thian Lai said the federation supported the formation of a single agency to coordinate the implementation of TVET in country and the TVET Empowerment Committee’s recommendation was an appropriate decision.

He said the government should expedite the establishment of the special commission to address fragmentation of TVET implementation, which currently cuts across seven ministries.

“The single champion agency should ensure standardisation of training and qualifications, quality assurance, qualification portability, recognition of prior learning, and greater cost effectiveness in the use of resources

“The funding of TVET institutions must be based on performance and aligned to market demand to mandate collaboration with the industry,” Soh said in a statement today.

The FMM president said it was also necessary to upskill and reskill the current workforce, and reinforce lifelong learning to continually acquire new and emerging skills required by new technologies such as the Fourth Industrial Revolution.

“TVET training institutions need to be able to offer upskilling and reskilling programmes in order to produce highly-skilled and digital-proficient workers to support the industrial transformation of the economy,” he said.

Loh said the commission should also uplift the status of TVET graduates as skilled craftsmen and promote TVET as a viable education and career of choice to students and parents.

“TVET should be introduced into the school curriculum as early as the primary level to nurture interest and uplift the status of technical and vocational qualifications as vital in strengthening the supply of skills and ensuring a competent workforce,” he added.

PANDUAN PELAKSANAAN PENGIKTIRAFAN PENCAPAIAN TERDAHULU (PPT) MELALUI PUSAT BERTAULIAH-PENGIKTIRAFAN PENCAPAIAN TERDAHULU (PB-PPT)

1.0 TUJUAN

1.1 Garis Panduan ini bertujuan untuk memberi penerangan dan menetapkan keperluan permohonan bagi melaksanakan PB-PPT khususnya dari aspek kriteria, lantikan Penyelaras Program PPT dan tanggungjawab PB dalam pelaksanaan Sistem Persijilan Kemahiran Malaysia (SPKM) melalui kaedah PPT;

1.2 PB yang mendapat kebenaran menjalankan program melalui kaedah PPT akan disebut sebagai PB-PPT;

1.3 Garis panduan ini juga bertujuan untuk memberi penerangan kepada PB-PPT yang telah diluluskan untuk melaksanakan SPKM melalui PPT; dan

1.4 Panduan ini hendaklah dibaca bersama Panduan Pelaksanaan Persijilan
Kemahiran Malaysia melalui Kaedah Pengiktirafan Pencapaian Terdahulu
(PPT)
, Panduan Pelaksanaan Dan Syarat Pentauliahan Pusat Bertauliah di
Bawah Sistem Persijilan Kemahiran Malaysia (SPKM) Berasaskan Standard
Kemahiran Pekerjaan Kebangsaan 2012 yang sedang berkuatkuasa dan Akta Pembangunan Kemahiran Kebangsaan 2006 [Akta 652].

2.0 LATAR BELAKANG

2.1 Pelaksanaan PB-PPT ini mula diperkenalkan pada 30 Jun 2006, bertujuan untuk membantu pekerja mahir yang berpengalaman mendapatkan pengiktirafan SPKM melalui kaedah PPT. Individu yang mempunyai ketrampilan dan kompetensi serta pengalaman dalam sesuatu bidang pekerjaan boleh mendapatkan pengiktirafan menggunakan kaedah PPT melalui PB-PPT.

3.0 SYARAT PERMOHONAN SEBAGAI PB-PPT

3.1 Kriteria PB yang memohon;

a. Mendapat pentauliahan sekurang-kurangnya selama setahun bagi
program yang dipohon;

b. Melantik Penyelaras Program PPT; dan
c. Mempunyai personel yang boleh dilantik sebagai Pegawai Penilai PPT
(PP-PPT) yang memenuhi kriteria yang telah ditetapkan.

3.2 Peranan Dan Tanggungjawab PB-PPT

a. Berupaya mentadbir dan mengurus permohonan Persijilan
Kemahiran Malaysia melalui kaedah PPT sebagaimana yang telah
ditetapkan oleh JPK;

b. Berupaya menyediakan dan mengelolakan penilaian melalui
kaedah PPT (portfolio dan penilaian amali) mengikut keperluan yang
digariskan dalam Standard dan panduan pelaksanaan PPT;

c. Hanya dibenarkan menjalankan latihan maksimum 30% dari
NOSS berkaitan berdasarkan jurang kompetensi yang diperlukan oleh
calon;

d. Perlu melaksanakan tugas-tugas lain seperti berikut:
i. Melantik seorang penyelaras untuk menyelaras program PPT bagi
bidang kemahiran yang dipohon;
ii. Memastikan PP-PPT yang dilantik memenuhi kriteria yang
ditetapkan;
iii. Memastikan latihan yang dijalankan mengikut nisbah PP-PPT dan
calon tidak melebihi 1:25 pada satu-satu masa;
iv. Mengurus proses permohonan SKM/DKM/DLKM melalui PPT bagi
calon yang berdaftar dengan PB-PPT berkenaan mengikut bidang
kemahiran yang dipohon;
v. Mengatur penjadualan sesi kaunseling dan penilaian PP-PPT
bersama calon;
vi. Memastikan pelaksanaan persijilan melalui kaedah PPT dipatuhi
dengan merujuk kepada Panduan Pelaksanaan Persijilan
Kemahiran Malaysia Melalui Kaedah PPT;
vii. Menyelesaikan semua urusan berkaitan proses sijil pada mana-mana peringkat sebelum calon meninggalkan PB-PPT atas apa-apa
alasan;
viii. Menyerahkan mana-mana sijil yang telah dikeluarkan oleh JPK
kepada calon tanpa syarat dan bagi sijil yang tidak dituntut oleh
calon hendaklah dikembalikan kepada JPK selepas enam (6) bulan
dari tarikh terima sijil dari JPK;
ix. Mempromosi dan memberi khidmat bimbingan kepada mana-mana
individu yang berpotensi untuk diberi pengiktirafan; dan
x. Memaklumkan secara bertulis kepada KPPK sebarang perubahan
Penyelaras Program PPT, PP-PPT atau struktur yuran latihan baru
yang dikenakan (latihan maksima 30%).

e. PB-PPT juga adalah tertakluk kepada semua syarat dan peraturan
pentauliahan JPK yang sedang berkuatkuasa; dan

f. Perlantikan PP-PPT di PB-PPT adalah tertakluk kepada kelulusan dan di
bawah bidang kuasa JPK. Sebarang pertukaran PP-PPT perlu
dimaklumkan secara bertulis kepada JPK.

3.3 Personel PB-PPT

3.3.1 Penyelaras Program PPT
a. Kriteria penyelaras program:

c. Bagi penilaian portfolio, penyelaras PB-PPT perlu menyelaras
pengumpulan dokumen-dokumen yang berkaitan bagi tujuan
persijilan seperti:
i. Laporan Penilaian Keterampilan Calon melalui kaedah
Pengiktirafan PencapaianTerdahulu (PPT);
ii. Borang Permohonan verifikasi Pegawai Pengesah Luaran –
Pengiktirafan Pencapaian Terdahulu (PPL-PPT);
iii. Borang Laporan Verifikasi Pegawai Pengesah Luaran
Pengiktirafan Pencapaian Terdahulu (PPL-PPT);
iv. Borang Permohonan Persijilan Kemahiran Malaysia melalui
kaedah Pengiktirafan Pencapaian Terdahulu (PPT); dan
v. Portfolio calon.

 

d. Bagi penilaian amali, penyelaras PB-PPT perlu menyelaras perkara-perkara yang berkaitan seperti penjadualan, tempat, peralatan, kelengkapan, bahan guna habis dan apa-apa keperluan yang berkaitan.

 

3.3.2 Pegawai Penilai PPT (PP-PPT)

4.0 STRUKTUR PENTAULIAHAN PROGRAM PB-PPT

PB-PPT

4.1 Prosedur Permohonan Pentauliahan Program PB-PPT
PB hendaklah mengemukakan permohonan kepada KPPK sekurang –
kurangnya enam (6) bulan sebelum tamat pentauliahan dengan menyertakan dokumen-dokumen berikut:
a. Borang Permohonan Pentauliahan Program Pusat Bertauliah – Pengiktirafan Pencapaian Terdahulu yang telah lengkap diisi dan disah;
b. Salinan sijil akuan pentauliahan program kemahiran yang dipohon;
c. Jadual perancangan dan pelaksanaan aktiviti PPT;
d. Perincian struktur yuran PPT;
e. Surat Lantikan sebagai PP-PPT daripada PB;
f. Bagi personel lantikan JPK yang bukan personel PB perlu menyertakan
salinan Surat Perakuan Pengiktirafan Kelayakan sebagai PP-PPT; dan
g. Bagi PP yang dilantik dari personel PB, dokumen berikut perlu
disertakan:
i. Salinan Surat Perakuan Pengiktirafan Kelayakan Sebagai
Personel Pentauliahan di PB;
ii. Salinan Sijil Kursus Induksi PP-PPT;
iii. Resume personel PPT; dan
iv. Salinan dokumen yang berkaitan bagi menyokong permohonan.

4.2 Kelulusan PB-PPT
a. Selepas menimbangkan sesuatu permohonan, KPPK boleh :
i. Meluluskan permohonan dan memberikan perakuan kepada PBPPT bagi sesuatu program mengikut tempoh pentauliahan program sedia ada;dan
ii. Menolak permohonan dengan menyatakan alasan bagi penolakan itu.
b. Kelulusan sebagai PB-PPT akan tamat secara automatik sekiranya
pentauliahan bagi program berkenaan tamat tempoh atau PB ditamatkan pentauliahan.
c. Mana-mana PB-PPT yang telah dilantik layak menerima bayaran
perkhidmatan mengikut kelulusan perbendaharaan yang berkuatkuasa.

4.3 Pembaharuan Pentauliahan Program PB-PPT
Permohonan pembaharuan sebagai PB-PPT hendaklah dibuat bersekali
dengan pembaharuan pentauliahan program dan mengikut tatacara
Pembaharuan Pentauliahan Program yang sedang berkuatkuasa dengan
mengemukakan dokumen tambahan seperti berikut :-
a. Perubahan PP-PPT (sekiranya ada); dan
b. Laporan pelaksanaan program PPT yang telah dijalankan di PB-PPT.

4.4 Penamatan PB-PPT
PB yang ingin menamatkan pelaksanaan persijilan melalui PPT hendaklah:
a. Mengemukakan permohonan penamatan PB-PPT secara bertulis kepada JPK; dan
b. Menyelesaikan segala urusan latihan dan persijilan calon sedia ada
yang telah mendaftar di PB-PPT berkenaan. Notis penamatan akan
dikeluarkan setelah PB-PPT menyelesaikan semua urusan persijilan
calon PPT.

4.5 Penggantungan atau Pembatalan PB-PPT
a. Penggantungan atau pembatalan PB-PPT adalah tertakluk kepada Panduan Pelaksanaan Dan Syarat Pentauliahan Pusat Bertauliah di Bawah Sistem Persijilan Kemahiran Malaysia Berasaskan Standard Kemahiran Pekerjaan Kebangsaan (NOSS) yang berkuatkuasa;
b. Perkhidmatan PB-PPT juga akan ditamatkan atau digantung sekiranya:
i. PB-PPT tidak mematuhi peraturan dan prosedur yang ditetapkan; atau
ii. PB-PPT melakukan sebarang penyelewengan atau penipuan
terhadap proses pendaftaran, penilaian dan latihan yang dijalankan.

5.0 PELAKSANAAN PROGRAM PB-PPT

Pelaksanaan program PPT yang dijalankan di PB-PPT adalah tertakluk kepada Panduan Pelaksanaan Persijilan Kemahiran Malaysia melalui Kaedah Pengiktirafan Pencapaian Terdahulu (PPT) yang sedang berkuatkuasa.

5.1 Pra-Pendaftaran Calon PPT
Pra-pendaftaran adalah satu proses dimana pemohon akan mendaftar di PBPPT yang dipilih sebelum pendaftaran sebagai calon PPT di JPK untuk
mendapatkan Sijil.

5.1.1 Analisa Jurang Kompetensi Individu
a. Analisis jurang kompetensi dilakukan oleh calon bersama PBPPT bagi mengenal pasti jurang kompetensi di antara bukti yang dimilikinya dengan keperluan Standard;
b. PB-PPT hendaklah mengesahkan kesahihan bukti-bukti yang dikemukakan oleh pemohon sebelum sesi analisa jurang dilaksanakan;
c. Pemohon dikehendaki menyemak bukti-bukti yang berkaitan semasa melakukan analisis jurang bagi mengenalpasti jurang kompetensi yang wujud;
d. Hasil analisis jurang kompetensi boleh membawa kepada keputusan berikut :
i) Memenuhi semua (100%) keperluan Duti/CU dalam Standard tersebut (tiada jurang kompetensi)
(1) Layak didaftarkan sebagai calon PPT; dan
(2) Tahap persijilan adalah tertakluk kepada keputusan penilaian dan verifikasi PPL-PPT.
ii) Tidak memenuhi satu atau lebih keperluan Duti/CU (maksima jurang 30%) dalam Standard tersebut :
(1) Pemohon boleh:
(a) Menghadiri kursus/latihan di PB-PPT bagi melengkapkan jurang kompetensi tersebut dan layak didaftarkan setelah terampil bagi tugasan yang berkaitan; atau
(b) Mendapatkan pengalaman kerja dalam kompetensi berkenaan;
e. Semasa pra-pendaftaran, pemohon dikehendaki mengemukakan
hasil analisis jurang kompetensi kepada PB-PPT bagi tujuan semakan dan pendaftaran kursus.

5.1.2 Kursus Dan Penilaian Pemohon

a. Pemohon yang tidak memenuhi satu atau lebih keperluan Duti/CU dalam NOSS tersebut perlu mengikuti kursus di PB-PPT bagi melengkapkan jurang keterampilan yang telah dikenalpasti;
b. Penilaian kursus perlu dilaksanakan bagi memastikan keterampilan individu memenuhi tugasan-tugasan yang berkaitan;
c. Penilaian kursus hendaklah dilaksanakan dalam bentuk penilaian
pengetahuan dan penilaian prestasi;
d. Mana-mana pemohon yang telah mengikuti kursus dan melalui
penilaian serta disahkan terampil boleh didaftarkan sebagai calon PPT; dan
e. PB-PPT boleh mengeluarkan sijil bagi kursus yang telah dihadiri oleh calon bagi tujuan pengesahan kehadiran atau penyertaan calon.

5.1.3 Penilaian Keterampilan
a. Penilaian keterampilan dijalankan dalam dua (2) kaedah iaitu penilaian portfolio dan penilaian amali;
b. Pemilihan kaedah penilaian akan ditentukan oleh calon dengan khidmat nasihat daripada PB-PPT;
c. PB-PPT perlu menyediakan kemudahan dan personel yang berkaitan dengan penilaian keterampilan yang dijalankan;
d. Tempat dan kemudahan peralatan penilaian perlu disediakan awal sebelum penilaian dijalankan;
e. Tempat dan kemudahan peralatan penilaian perlulah mengikut kesesuaian kapasiti calon yang didaftarkan;
f. PB-PPT boleh memberi cadangan tarikh penilaian keterampilan yang hendaklah dijalankan bagi tujuan mendapat kelulusan JPK; dan
g. Pelaksanaan kaedah penilaian keterampilan adalah merujuk
panduan penilaian yang sedang berkuat kuasa.

5.2 Permohonan Pendaftaran Sebagai Calon PPT

5.2.1 PB-PPT hendaklah mendaftarkan pemohon yang berkelayakan sebagai
calon PPT sekiranya memenuhi syarat berikut :
a. Memenuhi syarat tempoh pengalaman bekerja seperti yang ditetapkan dalam Panduan Pelaksanaan PPT yang sedang berkuatkuasa; dan
b. Pemohon yang mempunyai keterampilan memenuhi 100%
keperluan Standard hasil daripada sesi analisa jurang keterampilan (tiada jurang kompetensi); atau
c. Pemohon yang mempunyai keterampilan melebihi 70%
keperluan Standard (mempunyai jurang kompetensi kurang daripada 30%) dan telah mengikuti penilaian yang berkaitan serta disahkan terampil. Keputusan penilaian pemohon hendaklah disertakan bersama dengan borang permohonan pendaftaran calon.

5.2.2 Permohonan hendaklah dikemukakan kepada KPPK bersama-sama dokumen sokongan:
a. Borang Permohonan Pengiktirafan Pencapaian Terdahulu (PPT)
yang telah lengkap diisi;
b. Melakukan bayaran seperti mana yang telah digariskan dalam
peraturan kadar fi dan caj yang sedang berkuatkuasa;
c. Salinan Kad Pengenalan Pemohon;
d. Surat pengesahan majikan beserta tempoh pengalaman bekerja
dalam bidang kemahiran berkenaan ;
e. Salinan SKM tertinggi yang dimiliki (jika ada);
f. Dokumen-dokumen lain yang berkaitan; dan
g. Perakuan pemohon.

5.2.3 Bagi mana-mana permohonan yang tidak lengkap atau tidak memenuhi syarat yang ditetapkan, permohonan dianggap gagal dan bayaran tidak akan dikembalikan.

5.2.4 JPK akan mengeluarkan resit bayaran dan nombor pendaftaran bagi calon yang berjaya didaftarkan.

5.3 Bagi penilaian portfolio, pelaksanaan Kaunseling dan Penilaian Calon PPT adalah seperti berikut;
a. PB-PPT perlu mengeluarkan surat arahan rasmi bagi tujuan penugasan
kepada PP-PPT dan perlu dikemukakan semasa permohonan sesi verifikasi;
b. Kaunseling dan penilaian calon akan dikendalikan oleh PP-PPT yang
dilantik oleh PB-PPT dan mengikut garis Panduan Pelaksanaan Persijilan Kemahiran Malaysia melalui kaedah PPT yang berkuatkuasa;
c. PB-PPT hendaklah mengemukakan Borang Permohonan Penilaian
Keterampilan Melalui PB-PPT kepada JPK sebaik sahaja sesi penilaian
selesai dilaksanakan oleh PP-PPT dua (2) minggu sebelum cadangan tarikh verifikasi; dan
d. PB-PPT hendaklah menyediakan tempat dan mengemukakan cadangan
tarikh dan masa verifikasi yang hendak diadakan.

5.4 Bagi penilaian amali PB-PPT hendaklah melaksanakan perkara- perkara
berikut;
a. PB-PPT hendaklah mengemukakan Borang Permohonan Penilaian
Keterampilan Melalui PB-PPT kepada JPK dalam tempoh 5 hari bekerja
selepas calon didaftarkan (selepas resit dikeluarkan);
b. Mencadangkan tarikh penilaian yang akan dijalankan kepada JPK
mengikut tempoh yang ditetapkan;
c. Menyediakan tempat, kelengkapan, peralatan dan bahan guna habis
(jika perlu); dan
d. Memberi khidmat nasihat kepada calon tentang bahan penilaian yang
diguna pakai dalam tempoh dua (2) minggu sebelum penilaian amali
dijalankan (jika perlu).

6.0 PROSEDUR TUNTUTAN BAYARAN

6.1 Dokumen diperlukan bagi tuntutan pembayaran :
a. Surat arahan rasmi yang dikeluarkan oleh PB-PPT bagi tujuan
penugasan kepada PP-PPT bagi setiap calon;
b. Salinan Borang Permohonan Persijilan Kemahiran Malaysia melalui
Kaedah Pengiktirafan Pencapaian Terdahulu (PPT);
c. Salinan surat Pentauliahan sebagai PB-PPT;
d. Salinan penyata akaun bank PB-PPT yang mengandungi maklumat
pemegang akaun (disahkan oleh syarikat/pusat latihan);
e. Salinan akuan pendaftaran Kementerian Kewangan – kod bidang
221110/220502; dan
f. Invois.
g. Kelayakan tuntutan seperti dibawah:

Parents should consider enrolling children in TVET due to continuous growth for engineering jobs

SPAOH: With the continuous growth for engineering employment in Sarawak over the next few years, parents should consider sending their children for technical and vocational education and training (TVET). Deputy Chief Minister Datuk Amar Douglas Uggah said it was much easier for those with technical education and training to enter the job markets compared to others, with 500,000 post vacancies in technical and vocational fields were expected in the coming years. “About 97 per cent of community college students in the state were quickly absorbed into the job market upon their graduation,” he said. He said meanwhile, many university students particularly those from open universities remained jobless even years after their graduation because the jobs for their qualifications were not in-demand. He was speaking at the annual “Appreciation and Excellance Awards Day” of the SMK Spaoh here on Saturday. Uggah who is the Minister of Modernisation of Agriculture, Native Land and Regional Development said modern commercial-based agriculture was another field worth going into. “Modern agriculture is no longer land or labour intensive as technology is largely used. “For instance, systems like fertilisation and hydroponics which are precision farming, that does not require large hectares. They are technology driven for farm management and maintenance, resulting in superior quality and quantity and of course income,” he said. These were among the things that the government wanted and planned to promote among the new generation, he added. On another matter, he said parents in the rural areas were encouraged to let their children stayed at the boarding schools which offered more conducive learning environment, free meals while the children were taught proper value of discipline. “They will also have teachers to consult on their weak subjects, which is more convenient and could help them to study better,” he said.

The minister also announced grants totalling RM169,500 for repair, improvement and maintenance of various facilities for the school.

Nurul Izzah calls for TVET commission

PUTRAJAYA: The TVET task force headed by Nurul Izzah Anwar (pic) has suggested that a special commission to coordinate the Technical and Vocational Education Training (TVET) implementation be set up.

Education Minister Dr Maszlee Malik said it was suggested that the implementation under the commission be overseen by two ministries, Education and Human Resources, during a recent Cabinet meeting.

“It was an idea by Nurul Izzah to table a motion in Parliament for the establishment of a TVET commission.

“It expresses our seriousness to enhance TVET and bring it to the next level.

“She’s in the process of lobbying all ministers and MPs to support this idea.

“I hope we will make it a reality,” Dr Maszlee told reporters after attending a national industry dialogue titled “Living Skills in the 21st Century: TVET Empowerment/Initiative” yesterday.

Nurul Izzah chairs a task force to strengthen and improve TVET.

Currently, seven ministries are overlooking TVET.

A coordination committee has been approved by the Cabinet, he said, to coordinate TVET activities between the ministries.

On the duties of the task force headed by Nurul Izzah, Dr Maszlee said it is tasked to conduct research across all ministries that provide TVET education and training.

“The role of (her) committee is to make recommendations on how our TVET system can be improved.

“This includes a review of our current laws in TVET education and training, as well as the idea for a TVET commission,” he added.

Dr Maszlee said TVET was given emphasis during the mid-term review of the 11th Malaysia Plan (11MP) 2016-2020 and the tabling of Budget 2019.

This is the way forward, he said, emphasising that collaboration between the Education Ministry and industry showed “we are on the right track”.

The government also plans to conduct a major mapping exercise to ensure TVET programmes meet industry standards set by professional accreditation bodies, he added.

PUTRAJAYA: The government plans to conduct a major TVET mapping exercise, that is  Malaysia’s Technical and Vocational Education and Training (TVET) programmes mapped to enable it to meet the industry standards and standards set by professional accreditation bodies.

Education Minister Dr Maszlee Malik said the TVET mapping exercise would ensure that the graduates could “hit the workplace running”.

“TVET is the ministry’s key priority as it plays a major role in the development of a highly-skilled workforce and the government will continuously strive to provide education and training that is in line with global industry standards.

“All of this is to ensure that young Malaysians from all walks of life find employment in fulfilling jobs and that they are competitive in the global job market,” he said in his speech at the National Industry Dialogue 2018, Living Skills in the 21st Century: TVET Empowerment, here, today.

Maszlee also said that the government’s goal was to ensure that technical and vocational schools would be at par with other streams so that they were a primary choice amongst students.

He said the TVET committee led by Permatang Pauh Member of Parliament, Nurul Izzah Anwar would conduct research across all six ministries that provide TVET education and training and make recommendations on how to improve Malaysia’s TVET system.

“This includes a review of our current laws in TVET education and training as well as the idea of setting up a TVET Commission,” he added. — Bernama

Comment (2022): Almost 4 years down the road, there has not been much progress on the aspirations of the previous Education Minister, Dr Maszlee Malik as there has been a change of government and Minister of Education since 10 March 2020. Also, with the abrupt resignation of Nurul Izzah who headed the TVET committee not long after her appointment, things have not moved much since then. 

It is hoped that there would be truly someone capable that can push forward the TVET agenda again (perhaps after GE15? is it wishful thinking???)

Make education system tvet-friendly

PUTRAJAYA: The country ‘lost’ 147,422 students from national schools from 2006 to 2017.

The former deputy director general of Education Datuk Ahmad Tajudin Jab said that the figure constitutes some 30 per cent of students that enrolled in Standard 1 in 2006.

He was concerned about the direction in which the students took upon leaving school as there was a possibility that they would never return to school or pursue higher education.

At the same time, the ministry found low enrolment among Sijil Pelajaran Malaysia (SPM) leavers in Technical and Vocation Education Training (TVET).

The dejection felt upon failing to secure a place in public or private institutes of higher learning may be one of the reasons why some SPM leavers feel that furthering their studies after 11 years of schooling is an exercise in futility.

“How wonderful it would be if we could get those 30 per cent, or at least some of them to enrol in TVET.

“Their interest may not be in academics and TVET could offer a better alternative,” he said when presenting a working paper at a TVET roundtable discussion recently.

The discussion, organised by the National Professors Council (MPN), was chaired by its president cum CEO Prof Datuk Dr Raduan Che Rose and was attended by over 30 participants from institutes of higher education, government departments, parent-teachers associations, employer associations and youth organisations.

Among the major issues identified is the involvement of too many parties in the implementation of TVET in the country.

Identifying the issues

TVET issues have become so widespread that the Pakatan Harapan government had to establish a TVET Empowerment Committee in June and appoint Permatang Pauh MP Nurul Izzah Anwar as its chairperson.

In the Mid-Term Review of the 11th Malaysia Plan (RMK-11) which was tabled recently, Prime Minister Tun Dr Mahathir Mohamad had said that the government was working on improving the capabilities of youth in the field of TVET.

Among the issues plaguing TVET are the overlapping education system, the certification system, the lack of funding and the uncertain future of TVET graduates.

The ministries were the Rural and Regional Development Ministry (KKLW), the Education Ministry (KPM), the Higher Education Ministry (now under the Education Ministry), the Human Resources Ministry, the Youth and Sports Ministry, the Agriculture and Agro-based Industry Ministry, the Works Ministry and the Energy, Green Technology and Water Ministry (KeTTHA).

“Every ministry uses a different model and organises their own programmes. They have their own fields and they don’t share (those models) with the others. If we can promote the idea of a main institution, that would be progress,” said Raduan.

Other situations that also contribute to TVET issues are different curriculums for the same programme, the lack of a standardised certification system and bureaucracy issues when it comes to sharing human resources and equipment.

Standardise tvet

The discussion panel unanimously agreed that remedial measures need to be taken as soon as possible to address the plethora of problems plaguing TVET in this country.

They presented several proposals for the consideration of the government, including placing all TVET institutions under the purview of the Education Ministry.

They also recommended that the ministry be renamed the Ministry of Education and Training.

The national education system should also be revamped to reduce the number of students dropping out due to disinterest in academic learning, in addition to increasing the number of student enrolment in TVET among upper secondary school students at a rate of 30 per cent or a figure equivalent to other countries in the region.

They also recommended that Malaysia study TVET programme models under one ministry as successfully practised in countries like Finland, Germany, Austria, Australia, Singapore, South Korea and Japan.

In Finland, Germany, Austria, Singapore and South Korea have students entering TVET as young as 15 and 16 years old, eventually entering the workforce by age 18 and 19.

The panel also proposed that TVET institutions be consolidated into four institutions namely the Upper Secondary School Industry Apprenticeship (PIMA), the Upper Secondary Vocational Programme (PVMA), vocational college and polytechnic and a higher level TVET centre.

At the moment, there are 1,901 public and private TVET institutions in the nation.

Teaching manpower and accreditation

The discussion panel also proposed for the resolution of the difference in service schemes among TVET teachers.

They called for all TVET teachers who are still under class J (TVET teacher), DV (TVET teacher, DS (Malaysian Technical Universities) and others be switched into the DG scheme (Academic Teacher) or DH (Polytechnic and Community College) through special training at Teacher Education Training Institutes.

This would make it easier to relocate teachers to a certain state or district should there be a shortage of teaching manpower in the area.

It was also recommended that bodies involved in the accreditation of TVET institutions provide a specific approach to combining academic and practical training to eliminate the need for separate accreditation as is the practice today.

On the policy aspect, it was hoped that the government would review policies that could improve the marketability of TVET graduates by making it compulsory for workers in skill sectors to have a TVET certificate.

They also proposed for current workers to undergo competency tests so that they could become certified, as is the practice in Finland.

In addition to that, foreign workers should only be hired for non-supervisory or non-professional positions.

Raduan said it was time for the industry to join the government in the effort of empowering TVET sectors in the country, whether through financial support or strategic partnerships.

“TVET is skill-based and will eventually contribute to the industry.

The industry can play their role by sponsoring TVET students and absorbing them intro the workforce upon graduation,” he said.

Budget focus of Human Resources Ministry on TVET

Human Resources Minister M. Kulasegaran.

IPOH: The focus of the Human Resources Ministry’s budget will be on Technical and Vocational Education and Training (TVET) to meet the demands for future human capital.

“We need to empower institutions at this crucial stage to produce the future workforce,” its minister M. Kulasegaran said after attending a meeting with NGOs, Tamil School activitists, PTA and school representatives, here today.

“I am specifically pleased that the budget included the concern for developing future jobs as part of the advent of the Fourth Industrial Revolution, as the world moves towards automation and demands for a highly skilled work force.

“Without a doubt we need to embrace technology and automation if we want to remain competitive and the 2019 Budget will be address these issues.”

Kulasegaran also welcomed the double tax deduction for private sector companies that support the development of human capital, especially through TVET.

“The ministry will collaborate with the private sector to ensure senior citizens who want to work following the inclusion of new tax incentives to hire them,” he said.

“It is a relief to the B40 groups as the government will continue and improve the living assistance to them by providing more targeted assistance.

“Through the Human Resources Development Fund, the government will implement apprenticeship and graduate enhancement programme for employability.”

Kulasegaran said this is meant to provide skills to school-leavers and to increase the marketability of graduates.

PEMAKLUMAN PENGGUNAAN SKKM BAGI PERSIJILAN KEMAHIRAN MALAYSIA MELALUI KAEDAH PENGIKTIRAFAN PENCAPAIAN TERDAHULU (PPT)

PEMAKLUMAN PENGGUNAAN SISTEM KREDIT KEMAHIRAN MALAYSIA (SKKM) BAGI PERSIJILAN KEMAHIRAN MALAYSIA MELALUI KAEDAH PENGIKTIRAFAN PENCAPAIAN TERDAHULU (PPT)

Adalah dimaklumkan bahawa, penggunaan Sistem Kredit Kemahiran Malaysia (SKKM) akan bermula pada 1 Oktober 2018 bagi Persijilan Kemahiran Malaysia melalui kaedah Pengiktirafan Pencapaian Terdahulu (PPT) untuk menggantikan proses secara manual yang digunakan sekarang.

Semua permohonan Pengiktirafan Pencapaian Terdahulu (PPT) boleh dibuat secara atas talian dengan menggunakan capaian url: –https:www.myspike.my . Pemohon hendaklah mendaftar sebagai pengguna SKKM terlebih dahulu sebelum proses seterusnya boleh dilakukan. Untuk permulaan, permohonan PPT secara Mengikut Tahap (MT) & Single-Tier (ST) boleh dipohon melalui sistem ini.

Penggunaan sistem ini juga akan melibatkan peranan Personel PPT iaitu PP-PPT dan PPL-PPT. Oleh itu, Personel PPT juga perlu mendaftar sebagai pengguna SKKM supaya proses Penugasan PP-PPT dan Penugasan PPL-PPT berjalan lancar.

Vocational training needs one authority, says minister

KAJANG: A single authority is needed to oversee the coordination of the Technical and Vocational Education and Training (TVET) programme, said Permatang Pauh MP Nurul Izzah Anwar.

Nurul Izzah, who is Technical and Vocational Education and Training (TVET) task force chairman, said she proposed for a TVET commission to be set up in Parlia­ment and for the Department of Skills Development (DSD) to be more empowered.

This is to ensure that DSD can compel any TVET institution under any ministry to meet the stipulated requirements or face closure.

“If you don’t have a single authority or regulatory body, you will never get anywhere,” she said at the Empowering Women Summit 2018 at Universiti Tenaga Nasional here yesterday.

This comes after reports that the TVET landscape was fragmented, with programmes offered by agencies under different ministries, state skills development centres and private institutions.

She said there was also a need to standardise qualifications of TVET graduates.

“We even have two different bodies (of certification), the Malaysian Qualifications Agency for academic qualifications and DSD for TVET graduates.”
