Pemansuhan Kelulusan Pentauliahan Program Secara Bersyarat ini bermaksud;

Pusat Bertauliah yang bakal ditauliahkan oleh Jabatan Pembangunan Kemahiran (JPK) perlu memenuhi semua syarat pentauliahan sebelum kelulusan program/pusat diberi.

Sebelum tahun 2019, ada kes-kes tertentu di mana pentauliahan program secara bersyarat diberi, antaranya:

  1. Pegawai Penilai (PP) yang dalam proses mengikuti kursus VTO (belum lulus)
  2. Personel pentauliahan PP, PPD atau PPB belum ikuti kursus induksi PP-PPD tetapi telah mendaftar untuk mengikutinya.
  3. Pegawai Penilai (PP) & Pegawai Pengesah Dalaman (PPD) belum dapat Sijil Kemahiran Malaysia (SKM) tetapi telah mendaftar secara Pengiktirafan Pencapaian Terdahulu
  4. Tools, Equipments & Materials (TEM) tidak memenuhi 100% tetapi diberi pentauliahan bersyarat.
  5. Written Instructional Material (WIM) tidak lengkap 100% tetapi diberi masa untuk membuat penambahbaikan.

Adalah dimaklumkan bahawa JPK telah mengkaji semula keputusan pemansuhan pelaksanaan kelulusan pentauliahan program secara bersyarat di bawah Sistem Persijilan Kemahiran Malaysia mulai 1 Januari 2019 yang telah dihebahkan melalui arahan pentadbiran (No. Rujukan : JPK/702/1/10 JLD 14 (18) bertarikh 30 Julai 2018.

Selaras dengan ini, Jabatan telah memutuskan supaya tiada lagi kelulusan pentauliahan program secara bersyarat akan dikeluarkan mulai 1 Januari 2019, kecuali untuk dua (2) keadaan berikut :

  1. Pentauliahan program bagi NOSS / NCS baharu; dan
  2. Pentauliahan pembaharuan program untuk menyelesaikan pelatih sedia ada sahaja.

Sehubungan itu, selain dua keadaan di atas, Penyedia Latihan Kemahiran / Pusat Bertauliah hendaklah mematuhi semua kriteria pentauliahan program kerana tiada lagi kelulusan secara bersyarat akan diberikan selepas tarikh kuatkuasa.

Justeru, hebahan yang telah dikeluarkan melalui rujukan JPK/702/1/10 Jld. 14 (18) bertarikh 30 Julai 2018 adalah terbatal.

A commission overseeing all Technical and Vocational Education and Training (TVET) institutes could soon become a reality, thanks to an upcoming private member’s bill by Permatang Pauh MP Nurul Izzah Anwar.

But how will the body – dubbed the Industry Skills Education and Training (ISET) Commission – impact youths who are studying or will study at TVET institutes?

Asked about this in an interview at Parliament on Monday, Nurul Izzah told Malaysiakini that one improvement she hoped to see was for TVET graduates to get adequate wages.

This will be a trickle-down effect stemming from the overall improvement of the TVET programme.

The TVET empowerment committee chairperson said the ISET Commission will, among others, facilitate data sharing between all TVET institutes, many of whom are currently operating in silos.

This will in turn facilitate better matching between TVET programmes and industry needs, for example.

 “If there’s a wonderful report by Mida (Malaysian Investment Development Authority), I’d like to access it so all the TVET institutes can fully utilise it.

“For example, perhaps there’s a plateau in the hospitality field, we don’t have enough hotels for all the graduates (to work in).

“So you can shift into medicine, or telemedicine. Geriatric specialists are especially in need because we have an aging population so maybe the institutes can train them as nurses instead,” she said.

Ensuring better job security

The ISET Commission, she said, will also ensure better job security for TVET graduates and avoid repeats of past situations, such as students from government-run institutes being unable to find employment due to their certificates not being recognised by the Public Service Department (PSD).

 She said the ISET Commission will also work with the Malaysian Qualifications Agency to develop ways to convert TVET programmes into credit hours so graduates can further their studies.

Nurul Izzah also aims to make the ratings of the different TVET institutes public, so that parents and youths can assess which schools are best for them.

“You want to change lives, by having reputable programmes that can allow them to have a better degree of social mobility, and so they can get better pay. This is what we’re about,” she said.

One example that shows how successful TVET can be is Politeknik Mersing’s cybersecurity programme, which the PKR vice-president is especially proud of.

“In Mersing, they have cybersecurity experts that will automatically get a job in Singapore (upon graduation).

“Will I ever look down on cybersecurity graduates in Mersing? Never! Because they know their stuff.

“That’s how you change perception (of TVET). You get meaningful wages through programmes that the industry recognises. It’s a no-brainer,” she said.

Biting the bullet

She stressed that TVET can also help revolutionise other sectors, including agriculture and even traditional sectors in rural areas.

“How about the Orang Asli children in rural areas? They also want jobs, they want opportunities to live in their villages but yet have a meaningful wage.

“So it’s not just about the fourth industrial revolution, but how the Internet helps them achieve their outcome for their traditional sectors,” she said.All this requires strong political will to see changes through, she said.

For example, the government and under-performing TVET institutes must “bite the bullet” and make improvements.

Institutes that don’t improve or don’t fulfill conditions required by the commission will run the risk of being shut down.

Nurul Izzah’s ISET Commission bill is expected to be tabled soon.

Once tabled, it will be up to either the Education or Human Resources Ministries to adopt the bill so that it can be debated in the Dewan Rakyat.

Kampala. Limkokwing University of Malaysia has taken over the government-owned Namataba Technical Institute in Mukono District.

The Malaysian creative technology university will offer technology courses to students.
Handing over the institute to the Malaysian officials at Namataba campus yesterday, the Uganda’s Minister of State for Higher Education, Mr John Chrysostom Muyingo, said the current courses offered at the institute have been phased out. He represented the Minister of Education, Ms Janet Museveni.

The courses include automotive vehicles, construction, welding and fabrication.
Mr Muyingo said the students who have been offering the two-year certificate vocational courses at the institute completed their examinations last Friday and the Education ministry did not admit fresh students last year.

He said the new management of Limkokwing University will take over the institute effective next academic year 2019/2010.
“The Ministry of Education last year signed a memorandum of understanding with Limkokwing University to establish a campus in Uganda. Namataba Technical Institute was selected to host the campus which will provide our students with skills training. We are optimistic that this university will bring her international expertise as a contribution towards the development of high technology and innovative training programmes to drive us towards our Vision 2020,” said Ms Museveni in a speech read for her by Mr Muyingo.

“As government, we attach great importance to the teaching of practical skills and we therefore agreed to collaborate with this university in a public-private-partnership to increase the opportunities of Uganda in gaining access to Limkokwing TVET-oriented courses without having to leave Uganda,” she added.

The Senior President of Limkokwing University, Ms Dato’ Gail Phung, said the university will be the first of its kind in East Africa and will see students from Uganda and the region acquire international degrees and certificates that will enable them compete for jobs worldwide.
“We are set to offer industrial courses which are relevant to Uganda’s economy with high digital technology and with this partnership, we are going to empower the youth of Uganda,” Ms Phung said.

Mr Muyingo and the Malaysian delegation immediately left for State House to meet First Lady and Education Minister, Ms Museveni, for further discussions on tuition charges and other technical considerations before Limkokwing University takes over the institute.
The institute’s principal, Mr Ronald Muwambu, said their 17 teaching and five non-teaching staff will leave to pave way for the new administration.

He said he handed over their staff list to the Ministry of Education for redeployment.
The Mukono Resident District Commissioner, Mr Fred Bamwine, urged government to fulfil its pledge to the local people of giving out sponsorship to the less privileged and reducing tuition charges earlier agreed since they are the host of the new university.

Sejak 2001, min berkecimpung dalam bidang latihan kemahiran ni (terutamanya yang berkaitan dengan JPK), macam-macam kes penipuan telah min jumpa/dengar.

Berikut adalah senarainya, tak terhad kepada ini sahaja (mungkin min lupa atau tak pernah dengar/jumpa tapi memang berlaku):

1. Sijil induksi PALSU – Sebelum ni, tahun 2000an, memang ada sesetengah penganjur yang hit & run, cetak sijil sendiri & JUAL kepada peserta (tak perlu ikuti kursus). Ia samalah seperti penjualan sijil/diploma/ijazah di universiti ataupun sijil cuti sakit. Namun, pihak Jabatan Pembangunan Kemahiran (JPK) telah mengambil langkah untuk membendung perkara ni dari berlanjutan dimana:
a) Penganjur tidak boleh cetak sijil sendiri lagi
b) Sijil telah ada ciri-ciri keselamatan (bukan setakat no siri sijil sahaja) – itu yang menyebabkan kekadang sijil dapat lambat sebab JPK kehabisan sijil & perlu tunggu stok dari Percetakan Nasional Malaysia

TIPS: Cari penganjur yang sudah lama (> 10 tahun kalau boleh) & kerap menganjur (lebih 6 kali setahun) kerana mereka tidak berani bertindak sebarangan & juga senantiasa mengikut perkembangan terkini. Ia juga mengurangkan kemungkinan penganjur menunda kursus induksi berkali-kali, ia berlaku terutamanya penganjur adalah baru dan tiada peserta berkumpulan besar.


2. Bukti PALSU – Ini kerap berlaku terutamanya dalam permohonan SKM secara PPT.

Ini mungkin salah sesetengah pemohon, ada yang sememangnya tahu dia tak layak tapi BAYAR perunding untuk kaodim, biasanya beribu-ribu.
Macam mana min tahu? Sebab ada kisah benar yang diceritakan oleh PPL-PPT (Pegawai Pengesah Luaran yang mengesahkan penilaian PP-PPT).
Cth: Ada seorang lelaki yang langsung tak pernah terlibat dengan kecantikan (cuma ada perniagaan dalam bidang ni) mewujudkan bukti palsu (gambar/invois/sijil) tapi telah digagalkan oleh PPL-PPT yang memegang amanah beliau. Apa yang menggeramkan min adalah dengar khabar setelah calon (melalui perunding) minta PPL-PPT ditukarkan, calon tu LULUS.
Geram betul, calon/perunding/PPL-PPT seperti nilah yang menjahanamkan kualiti SKM #^@*%

Marah dengan penipuan
TIPS: Baca Panduan Permohonan SKM secara PPT @ ikuti kursus induksi PP-PPT – jadual disini supaya anda ada sedikit idea apa yang diperlukan dan sekiranya dah faham, mohon terus dengan JPK, cuma RM300/setahap.

Kebelakangan ni, ada perunding yang menjanjikan calon yang tiada pengalaman mengajar bidang kemahiran bahawa mereka layak mohon VTO secara PPT.  Agak-agaknya buat bukti PALSU lagi kot. Ni juga kisah benar,  dimana 2 juruteknik auto yang tidak pernah mengajar dijanjikan oleh perunding bahawa mereka boleh dapat VTO secara PPT!

Itu yang menyumbangkan kepada banyak isu pemegang sijil VTO yang tidak boleh mengajar dengan baik ataupun tak tahu sangat tentang WIM (bahan pengajaran bertulis). Min tak nafikan juga ada Pusat Bertauliah VTO tertentu yang bagi ‘lesen terbang’, sehinggakan ada beberapa PB VTO yang telah ditarik pentauliahannya dan menyebabkan permohonan PB VTO baru/penambahan program VTO ni dibekukan.
Untuk pengetahuan anda, pengalaman mengajar minima adalah 4 tahun kalau nak mohon VTO secara PPT. Dah banyak kes penipuan calon tak cukup pengalaman mengajar tapi dijanjikan tiada masalah untuk mohon dan dapat sijil VTO secara PPT.

3. Penjualan WIM yang tidak menepati format ataupun jumlah jam yang sepatutnya.
Ha, ni berlaku bukan sahaja dalam dunia latihan kemahiran tapi syarikat gergasi MNC pun ada juga yang melakukan kesalahan sebegini.
Penipuan pengiklanan
Biasa lihat ni kan?

Sudah banyak PB/pembeli yang kantoi dengan janji-janji manis individu/perunding bahawa WIM yang mereka beli memenuhi spesifikasi/format JPK tetapi sebenarnya tidak.
Antara isu yang kerap timbul adalah:
1. Format (tidak mengikut format terkini)
2. Jumlah jam yang tidak menepati kehendak NOSS (sudah banyak kes untuk ni, terutamanya untuk program yang ada kes khas seperti FB-024-2 (1200j dan bukannya 800j)
3. Jadual Pembahagian WIM yang tidak menggunakan ayat yang betul ataupun setara dengan WIM yang dibangunkan

TIPS: Suruh penjual emelkan sampel WIM lengkap (ada Kertas Penerangan/Kerja/Tugasan, Pelan Mengajar Teori/Amali, Kertas Penilaian Pengetahuan (KA)/Prestasi (PA), lepas tu cross check dengan format WIM terikini (2017)  dan juga NOSS.

Cukuplah setakat ni, kalau anda ada sebarang lagi kes penipuan/janji tidak serupa bikin yang nak dikongsi (tak kira pasal SKM, induksi, pentauliahan PB, WIM ke apa) supaya orang ramai lebih berhati-hati dan tidak tertipu,

Tips mencari perunding yang jujur (elak penipuan):

1. Dah lama berkecimpung dalam bidang latihan kemahiran (ni pun tak menjamin apa-apa)
2. Cuba dapatkan testimoni/pengesyoran dari 2-3 pihak, kalau ada.
3. Dapatkan pandangan/nasihat dari 2-3 individu/syarikat.
4. Sekiranya masih rasa was-was, sila rujuk dengan min atau lebih baik, JPK di 03-88865589.

Private TVET students can continue with studies after govt pumps in RM105m

LUMUT, Oct 20 — The 20,000 students from private Technical and Vocational Education and Training (TVET) colleges can continue with their studies after the Human Resources Ministry obtained RM140 million allocation from the Finance Ministry.

Human Resources Minister M. Kulasegaran said the funding was received recently and so far RM105 million had been disbursed by the ministry to the 400 private TVET colleges in the country.

“The delay in payments by Skills Development Fund Corp (PTPK) was funding in the corporation was running low,” he said.

Speaking to reporters here today after opening Dr VVV Menon community hall at Sri Ramar Temple in the Lumut Naval Base here, the Ipoh Barat MP explained that when PTPK was set up, it had a RM1 billion rotating fund.

“Annually, the government provides a grant of up to RM200 million to provide loans for the recipients mostly from the B40 (bottom 40th percentile) families,” he said.

“However, after graduating, they failed to repay their loans which affected the corporation’s operation,” he added.

He said the ministry was trying to get the defaulters, numbering up to a staggering 130,000, to pay up.

“The corporation has set up a call centre manned by 200 people to call the defaulters and remind them to pay up their loans,” he added, noting that he was also contemplating asking Prime Minister Tun Dr Mahathir Mohamed to write a letter to the defaulters and ask them to perform their civic duty.

“If the defaulters do not pay, it will be difficult for the corporation to continue giving loans to incoming trainees,” he said.

On October 9, Malay Mail reported that more than 20,000 students from private Technical and Vocational Education and Training (TVET) colleges may be forced to discontinue their studies due to inadequate allocations to the Skills Development Fund Corp (PTPK).

The Federation of JPK Accredited Centres (FeMAC) said these students are largely from the bottom 40th percentile (B40) and have no other means to pay for their courses without the PTPK loans.

FeMAC also complained that over the last four years, the Human Resources Ministry has been consistently reducing the allocation of funds for PTPK with the total amount of funds being cut being reduced by a staggering 60 per cent.

Private TVET centres can train between 40,000 and 60,000 students annually.

Comment: Am just wondering, it’s the borrower’s attitude that take things for granted where they think it’s ok not to repay back education loans or due to their low income status after graduation?

PVMA programme put on ice

PETALING JAYA: Some 5,504 students are left in a bind after finis­hing school last year.

They had enrolled in the Pendidikan Vokasional Menengah Atas (PVMA) programme at their schools to receive Technical Voca­tional Education and Training (TVET) and were supposed to be awarded with two certificates — the Sijil Pelajaran Malaysia (SPM) and Malaysian Skills Certificate (SKM).

Unfortunately, 208 out of 269 national schools offering the PVMA programme have yet to be acc­re­­di­ted as SKM training centres to run it.

National Union of the Teaching Profession (NUTP) secretary-general Harry Tan (pic) told The Star that the PVMA programme was put on hold by the Education Ministry in February due to the matter.

“These schools are not recognised by the Department of Skills Development under the Human Resources Ministry because the teachers appointed to deliver the programme are unqualified,” he said in the interview.

A Human Resources Ministry guideline states that qualified teac­hers must have SKM qualification in the relevant programmes to assess the students’ programmes under Levels One and Two.

Currently, many of the teachers are SKM Level Two holders.

Tan said the equipment in the schools also do not comply with the regulations set by the Department of Skills Development.

Describing the situation as unfair towards affected students, Tan said those who have graduated from the programme are skilled and qualified but do not possess the paper qualifications.

Department of Skills Develop­ment director-general Nidzam Kamarul­zaman said schools must adhere to criteria before implementing SKM programmes.

“We also have a standard code of practice for schools to comply with.

“There are many elements involved, including having qualified instructors and trained teachers, meeting the requirements of our National Occupational Skills Standard and having a compound that is legal and safe for students.

“Serious consideration was not given towards the preparation of these schools (to run the programme),” he added.

Nidzam said the affected schools have since reached out to the department.

“We have been conducting meetings with them to correct the situation and we are targeting to solve the matter by next year,” he added.

An official from the ministry’s Technical and Vocational Education Division said a budget is set aside every year to be disbursed gradually to schools to buy necessary equipment.

“To resolve the equipment shortage issue, we began disbursing this year’s allocation last year, to speed up the process of accrediting these schools as approved training centres to run the PVMA.

He said the programme was temporarily suspended to allow the division to fully equip these schools before it resumes while schools that are already accredited are conducting the programme as per normal.

On the lack of trained SKM teachers, he said the division has begun the training process to tackle the issue.

While training takes only three months to complete, the official said due to the high number of teachers involved, it takes up to two years to complete.

Human Resources Minister M. Kulasegaran said earlier this month that the ministry plans to standardise and park all the vocational skills training centres under one ministry to eliminate redundancy.

Some skills training centres currently fall under the purview of the Education and Youth and Sports Ministries.

Tan said the 5,504 students are being asked by the Human Resources Ministry to sit for an assessment known as the Recognition of Prior Achievement (RPA or Pengiktirafan Pencapaian Terdahulu), that formally recognises their existing skills and enables them to pursue further studies in other TVET institutions.

Education Ministry officials said a special task force was set up at the end of last year between the ministry and the Department of Skills Development at the national level to resolve this issue.

The ministry, added the officials, set up an internal taskforce in January this year and a state-level taskforce to facilitate accreditation issues on the ground.

The affected students will complete the assessment between July and August this year and gain a Level Two SKM certificate by the end of the year.

By the end of 2018, students are expected to be certified with a SKM Level Two.

AEON provides platform for aspiring Malaysian bakers

AEON Co (M) Bhd has launched the Aeon Bakery School programme, an initiative that grooms and trains individuals to become certified bakers.

Students who successfully complete the programme will be able to gain employment at Aeon branches nationwide.

The school’s main objective is to boost Aeon’s efforts to continue grooming young talents as well as provide an opportunity for Malaysians with a passion for baking, or for those who want to acquire a new skill.

Aeon Co (M) Bhd managing director Shinobu Washizawa said: “This initiative to provide guaranteed employment with the company is our endeavour to support a niche division of the food segment in the country.

“We believe this programme can provide individuals, especially those with a passion for baking or desire to develop new skills, the necessary training and support to secure a future in the industry,” he said at the launch of the.

Present to launch the event was Human Resources Ministry Skills Development Department director-general Nidzam Kamarulzaman.

This was followed by the unveiling of the Aeon Bakery School logo and a tour of the school.

Endorsed by the Skills Development Department, the programme will be conducted by qualified professionals with over 22 years of experience under Aeon’s Merchandising Bakery team and Aeon Food Processing Centre.

These divisions are responsible for providing training to new bakers, creating new recipes as well as managing the production, preparation, handling and transportation of raw materials and ingredients to the branches.

To ensure the programme is in line with Malaysian education standards, the format used is similar to the skills training centre programme, where there is 20% emphasis on baking theories and 80% on industrial training.

Students undergo a two-and-a-half-month theory class at Aeon Bakery School at Aeon Mall Metro Prima before continuing industrial training for five-and-a-half months at one of the five registered Aeon branches – Bandar Utama and Metro Prima in Selangor, and Mid Valley, Taman Maluri and Wangsa Maju, in Kuala Lumpur.

The programme offers two intakes annually with up to 25 students per intake.

Students receive a monthly allowance throughout the course, in addition to insurance coverage.

Transportation and accommodation are also provided during the programme.

Upon graduation, they will be awarded the Malaysian Skills Certificate (Level 2) from the Skills Development Department, and later absorbed as permanent in-house bakers at selected Aeon bakeries.

Application for admission to the baking school programme is open to all Malaysians and selected Aeon employees aged 18 to 27.

Applicants must have either Penilaian Menengah Rendah (PMR) or Sijil Pelajaran Malaysia (SPM) qualifications.

Full-time Aeon employees who have served in any department for more than six months are also eligible to apply.

“Through this pilot project, we hope for Aeon to lead the way in cultivating talents of international standards in the baking industry,” said Washizawa.

Later, the first batch of Aeon Bakery School students received their offer letters from Aeon Co (M) Bhd.

Washizawa received the Training Centre and Company Accreditation Certificate and the Induction Course Certificate on behalf of the school from Nidzam.

Interested applicants can get the registration form from the Customer Service counter at any Aeon branch nationwide.

Adalah dimaklumkan Jabatan Pembangunan Kemahiran (JPK) sedang dalam proses penambahbaikan pengurusan Sijil SKM/DKM/DLKM/PC di bawah kendalian Jabatan ini.

Sehubungan dengan itu, PB adalah dinasihatkan supaya membuat semakan status permohonan lengkap  pengeluaran Sijil SKM/DKM/DLKM/PC kepada JPK selepas tiga (3) bulan daripada permohonan Sijil dikemukakan kepada JPK sekiranya masih belum menerima Sijil tersebut. Sekiranya PB gagal untuk membuat semakan status Sijil tersebut selepas enam (6) bulan dari tarikh permohonan lengkap, PB dikehendaki mengemukakan bukti-bukti permohonan pengeluaran Sijil terdahulu sebagai bukti pengesahan kepada JPK.

Selain itu, bagi PB yang telah menerima Sijil SKM/DKM/DLKM/PC tetapi terdapat kesilapan pada Sijil  tersebut, PB hendaklah mengemukakan permohonan pembetulan Sijil tersebut dalam tempoh dua(2) bulan selepas tarikh cetakan Sijil tersebut.

Peraturan baharu ini berkuatkuasa bagi permohonan pengeluaran Sijil SKM/DKM/DLKM/PC yang diterima bermula 1 November 2017.

Najib to launch TVet Malaysia

MIRI: Prime Minister Datuk Seri Najib Tun Razak is scheduled to launch Technical and Vocational Education and Training (TVet) Malaysia on Sept 27.

Minister of Human Resources Datuk Seri Richard Riot Jaem said TVet Malaysia is the Ministry of Human Resources’ (KSM) branding initiative for its TVet programme.

“KSM will continue to empower TVet to be the top choice among the people, including through the launch of TVet Malaysia,” he told a press conference after the Manpower Training Institute (ILJTM) convocation ceremony at the Industrial Training Institute (ILP) Miri on Tuesday.

“I believe that through TVet Malaysia, the number of skilled workers in the country will be improve and will achieve the target of 35 per cent of skilled manpower by 2020.”

He stressed that TVet contributes to a high-income economy and should not be considered a second choice.

Riot added ILJTM will ensure its courses are relevant to National Transformation 2050 (TN50).

“I urge more students to venture into technical and vocational fields to a higher level to meet the needs of local and global industries,” he said.

He noted that 92 per cent of ILJTM graduates, including from ILP and Advanced Technology Training Centre (Adtec), were employed within six months after graduation.

The convocation ceremony saw the presentation of 129 diplomas and 664 certificates to ILP Miri, ILP Kota Samarahan and Adtec Bintulu graduates.

MIRI: The role of the Ministry of Human Resources as the main driver in developing technical and vocational education and training (TVET) in Malaysia is undisputed, said its minister Dato Sri Richard Riot Jaem.

According to him, various programmes have been designed through the Skills Development Department (JPK) to uphold skills training in tandem with the latest industry and technology development.

“The state has taken a serious emphasis on technical education in the effort to produce a skilled workforce to meet the needs of the industry, especially in the Sarawak Corridor of Renewable Energy (SCORE) development region.

He pointed out that the direct involvement of JPK and the state government in promoting skills training to youths is a proactive move.

“By organising Sarawak World Skills Competition 2017, which began in late August until September 2017, it proves our seriousness in recognising local youth talent in the competing skills fields so it can be featured until the international level,” he said at the ministry’s ‘Majlis Jalinan Ramah Mesra’ dinner here on Monday.

Riot pointed out that his ministry has always been involved in the industry to ensure that students at the Human Resources Department Training Institute (ILJTM) students are exposed to the latest training to enhance their skills.

“A Memorandum of Understanding (MoU) was signed by ILJTM in Sarawak with, among others, Petronas Carigali, Sarawak Energy and Telekom Malaysia. These collaborations are aimed at training students in relevant industry fields,” he said, adding such efforts are value-added to students and will make them more competitive, as well as increase their level of workability in the marketplace.

Riot also highlighted the achievements of former ILJTM graduates in their respective fields who are currently earning high salaries.

“I was made to understand that one of the graduates of Industrial Training Institute (ILP) Kota Samarahan, namely Michael Likik Engong, is working as a senior machinist at Heerema Marine Contractors in the Netherlands and is earning a monthly income above RM20,000.

“Congratulations too to ILP Miri on its Welder Arm project victory in the Asean New Invention Innovation category at Crown Prince CIPTA Award 2017 in Brunei last May. This proves that the Manpower Department (JTM) succeeds in producing high-profile and high-income human capital,” he said.

Assistant Minister of Tourism, Arts and Culture Datuk Lee Kim Shin and JTM deputy director general Norman Kusin were among those present at the dinner.
