Cari formula supaya pekerja tidak 'lari' selepas ikuti latihan kemahiran - Kula Segaran

Majikan disaran mewujudkan perjanjian bagi memastikan pekerja tidak meninggalkan syarikat selepas menjalani latihan bagi meningkatkan kemahiran diri.

Menteri Sumber Manusia M Kula Segaran berkata perlu ada formula bagi ‘mengikat’ pekerja untuk jangka masa tertentu supaya prestasi sesebuah syarikat tidak terjejas selepas menghantar pekerja mengikuti latihan kemahiran.

“Setengah majikan beritahu saya, mereka tidak mahu menghantar pekerja mendapatkan latihan kerana apabila mereka pulang, gaji perlu dinaikkan dan ada juga yang akan berhenti kerja selepas dihantar menjalani latihan kemahiran industri.

“Saya beri cadangan supaya majikan perlu menandatangani perjanjian dengan pekerja. Jika pekerja dihantar menjalani latihan, mereka perlu datang semula kepada syarikat untuk berkhidmat, umpama ‘mengikat’ pekerja selepas diberi latihan.

“Amat menyedihkan buat majikan jika pekerja meninggalkan syarikat selepas dihantar mendapatkan latihan, kerana ia akan menjejaskan perniagaan dan sebagainya,” katanya pada sidang media selepas mempengerusikan Mesyuarat Majlis Penasihat Buruh Kebangsaan, di sini, hari ini.

Menurutnya, formula kerajaan yang menaja pelajar mendapat pengajian luar negara boleh digunapakai pihak majikan untuk memastikan pekerja mereka ‘setia’ untuk terus berkhidmat

Dalam pada itu, Kula Segaran turut menekankan mengenai kepentingan memacu dasar Pendidikan dan Latihan Teknikal dan Vokasional (TVET) negara bagi meningkatkan kemahiran (up-skilling dan re-skilling) pelajar serta tenaga kerja sedia ada.

Ia katanya, selaras dengan hasrat kerajaan untuk meningkatkan tenaga mahir kepada 35 peratus menjelang 2020, berbanding hanya pada kadar 28 peratus sekarang.

Dalam perkembangan berkaitan, beliau memaklumkan telah mencadangkan kepada Jabatan Tenaga Manusia (JTM) supaya membuka pusat latihan kemahiran di institusi TVET dari jam 5.30 petang hingga 11 malam, bukan pada waktu kerja biasa dari 8 pagi hingga 5 petang.

“Ini bagi memenuhi keperluan melatih tenaga kerja sedia ada. Dan jika ia berjaya dilaksanakan, ia mampu meningkatkan gaji sedia ada sebanyak 10 hingga 20 peratus,” jelasnya.

Terdahulu, Kula Segaran ditanya berhubung isu gaji minimum, sama ada kerajaan Pakatan Harapan (PH) dapat memberi jaminan ia akan ditingkatkan kepada RM1,500 seperti yang dijanjikan manifesto PH semasa Pilihan Raya Umum Ke-14 (PRU14) lalu.

Mengulas perkara itu, Kula Segaran berkata, isu peningkatan gaji minimum perlu diperhalusi supaya majikan dan pekerja mendapat situasi menang-menang.

Komen: Betul ke formula penajaan pelajar mendapat pengajian luar negara boleh digunapakai pihak majikan untuk mengikat pekerja mereka? Pada pendapat min, pelajar kerja dengan kerajaan sebab anggap ia pekerjaan yang stabil tapi di pihak swasta, pekerja masih cenderung berkhidmat di syarikat lain bila dapat tawaran yang lebih baik setelah mereka dilatih/dipersijilkan.
Min berpendapat formula pakej penggajian yang lebih baik adalah strategi yang paling baik supaya pekerja tak tinggalkan syarikat sedia ada & kerja di syarikat lain setelah mendapat latihan/persijilan baru. Tapi, ini pula menyebabkan majikan berfikir, mengapa pula nak belanja dua kali?
Pertama, kos yuran latihan, kedua, kena tambah gaji pula lepas tu. Sekiranya produktiviti pekerja meningkat jauh melebihi kedua-dua kos ni, berbaloilah tapi min rasa kebiasaannya tidak.

Attain professional diplomas in business leadership or hospitality leadership at BTVET

Workers can demand higher pay for better skills through TVET

PUTRAJAYA, May 27 — Human Resources Minister M. Kulasegaran today urged workers to take up technical and vocational training so they can push for higher salaries.

He said this was why the ministry proposed that technical vocational education and training (TVET) centres be opened from 5.30pm to 11pm, so that employees who are working full-time can attend the training after office hours.

“So if every worker in the country is skilled, even the janitors, those who are working (as cleaners) in the toilets, if they are properly skilled, you can command a good income,” Kulasegaran told reporters after the National Labour Advisory Council meeting here. 

He cited Singapore as an example where he claimed that various personnel there have earned certifications and can be highly trained.

“If Singapore can do it, there’s no reason why we cannot do it,” the minister asserted.

When asked if Pakatan Harapan could achieve its 2018 election promise of raising the minimum wage to RM1,500 monthly within its first term of office, Kulasegaran simply restated the coalition’s manifesto pledge of doing so “within this period”.

He also indicated that with increased skills, an employee’s income can rise from the minimum wage of RM1,100, for instance, to a higher pay.

Kulasegaran said that he has presented these initiatives to the government.

TVET Malaysia was launched by former prime minister Datuk Seri Najib Razak in September 2017 after a rebranding process. It provides a variety of vocational courses.

Chinese independent secondary school students can train at 32 institutes and get certificates, says HR minister

KUALA LUMPUR, May 23 — Technical and vocational stream students in Chinese independent secondary schools (CIS) may join training programmes at the 32 training institutes under the Manpower Department and receive the Malaysia Skills Certificates.

Human Resource Minister M. Kula Segaran said the ministry would also offer the vocational training officer (VTO) course to technical and vocational education and training (TVET) trainers from schools that meet the terms and conditions set by the Skills Development Department.

“The ministry may allow students from schools under Dong Zong to attend training programmes at 23 industrial training institutes (ITI), eight advanced technology training centres (ADTEC) and a Japanese-Malaysian technical institute through an aptitude test.

“The ministry can also award the Level 3 Malaysia skills certificate and Level 4 Malaysia skills diploma to TVET trainers via recognition of prior achievements,” he told reporters after the signing of a memorandum of understanding (MoU) between the ministry and Dong Zong in Kajang near here.

He said the ministry would also consider applications for loans or scholarships to eligible students to further their studies in TVET, VTO and other programmes.

Kula Segaran said the move to provide opportunities for CIS was important to fill the lack of non-Malay participation in TVET institutions, as well as to meet labour market needs.

Meanwhile, Dong Zong chairman Tan Tai Kim said TVET education began in 1987 at CIS and presently, 19 such schools were offering the programme involving 2,046 students.

“But the students faced a setback as the vocational certificates were not recognised, so with the signing of the MoU, the students are hopeful of pursuing their ambition,” he said.

Besides allowing the students to continue their studies at the manpower department’s training institutes, the MoU would also help Dong Zong gear the CIS towards recognition as registered training centres under the skills development department.

Kula Segaran said a proposal for all ITIs to stay open until 11 pm for the public to attend classes and continue their studies in TVET after office hours and on weekends and public holidays, was being studied. — Bernama

PERSONEL PENILAIAN DAN VERIFIKASI (PPV) SISTEM PENSIJILAN KEMAHIRAN MALAYSIA (SPKM)

Personal Penilaian dan Verifikasi (PPV) adalah individu yang diperaku oleh Ketua Pengarah untuk menjalankan Penilaian dan Verifikasi Sistem Pensijilan Kemahiran Malaysia (SPKM). 

PPV juga perlu mempunyai pengetahuan, kemahiran dan berpengalaman luas dalam bidang dimohon serta berperanan dalam jaminan mutu pelaksanaan SPKM dan penigasan tertakluk kepada keperluan JPK.

PPV terdiri daripada;

 

  • PPL-SLaPB : Pegawai Pengesah Luaran Sistem Latihan Program Bertauliah;
  • PPL-ADI (SLDN) : Pegawai Pengesah Luaran Akademi Dalam Industri (Sistem Latihan Dual Nasional);
  • PP-PPT : Pegawai Penilai Pengiktirafan Pencapaian Terdahulu;
  • PPL-PPT : Pegawai Pengesah Luaran Pengiktirafan Pencapaian Terdahulu;

PPV: PEGAWAI PENGESAH LUARAN (PPL)

  • Mana-mana individu yang diperaku oleh Ketua Pengarah bagi melaksanakan lawatan verifikasi ke Pusat Bertauliah (PB) / PB SLDN
  • PPL juga bertanggungjawab memastikan tahap kualiti latihan kemahiran yang dijalankan oleh PB memenuhi kriteria kemahiran ditetapkan.

PPL ini terdiri daripada dua (2) kategori iaitu ;

–  Pegawai Pengesah Luaran Sistem Latihan Program Bertauliah (PPL-SLaPB);
–  Pegawai Pengesah Luaran Akademi Dalam Industri (Sistem Latihan Dual Nasional) PPL-ADI (SLDN)

PPV: Pegawai Pengesah Luaran Sistem Latihan Program Bertauliah (PPL-SLaPB)

PPL-SLaPB merupakan seseorang personel yang memenuhi kelayakan yang ditetapkan dan diberi kuasa oleh Ketua Pengarah Pembangunan Kemahiran (KPPK) untuk melaksanakan verifikasi luaran dan penilaian di Pusat Bertauliah. Peranan dan tanggungjawab PPL-SLaPB pula termasuklah:

i.  Membuat lawatan, menyemak dan mengesahkan semua dokumen penilaian yang berkaitan bagi Sistem Latihan Program Bertauliah (SLaPB);

 ii. Memberi khidmat nasihat berkaitan pelaksanaan penilaian;

iii. Menyediakan Laporan Pegawai Pengesah Luaran berkenaan perkaraperkara yang diperuntukkan dalam melaksanakan aktiviti verifikasi luaran memenuhi kriteria kemahiran yang ditetapkan bagi Sistem Latihan Program Bertauliah (SLaPB) kepada JPK.

Sekiranya anda berminat untuk memohon sebagai PPLSLaPB ini, anda perlu memenuhi kriteria syarat seperti berikut:

1.Warganegara Malaysia;
2.Mempunyai pengalaman kerja 10 tahun dalam bidang kemahiran dimohon;
3.Lulus Kursus Induksi PP-PPD-PPB;
4.Lulus Kursus Induksi PPL;dan
5.Memiliki kelayakan kemahiran berikut bagi bidang yang ingin dimohon;

Pegawai Pengesah Luaran Akademi Dalam Industri (Sistem Latihan Dual Nasional) (PPL-ADI (SLDN) adalah merupakan personel yang memenuhi kelayakan yang ditetapkan dan diberi kuasa oleh Ketua Pengarah untuk melaksanakan verifikasi luaran di tempat kerja/ Pusat Bertauliah.

Peranan dan tanggungjawab PPL-ADI (SLDN) termasuklah:

i. Memantau pelaksanaan Peperiksaan Akhir;

ii. Memberi khidmat nasihat berkaitan pelaksanaan penilaian;

iii. Menyediakan Laporan Pegawai Pengesah Luaran (JPK/SLDN/VL01);

iv. Menyemak dan mengesah Buku Log; dan

v. Menyemak dan mengesahkan semua dokumen penilaian yang berkaitan.

Bagi memohon jawatan ini, anda perlulah memenuhi kriteria seperti yang telah ditetapkan.  Syarat perakuan sebagai PPL-SLDN adalah seperti berikut:

1.Warganegara Malaysia;
2.Mempunyai pengalaman kerja 10 tahun (Cuma perlu 7 tahun mulai 1 Mei 2025 – Garis Panduan PPV Pindaan Mac 2025) dalam bidang kemahiran dimohon;

Pegawai Penilai Pengiktirafan Pencapaian Terdahulu (PP- PPT) adalah merupakan personel yang memenuhi kelayakan yang ditetapkan dan diberi kuasa oleh Ketua Pengarah untuk menilai pengalaman dan pencapaian terdahulu yang dimiliki oleh calon. Antara peranan dan tanggungjawab PP-PPT termasuklah:

i. Menilai ketrampilan berdasarkan pengalaman, pengiktirafan dan pencapaian terdahulu calon PPT dengan bukti-bukti keterampilan yang sahih, kebolehpercayaan dan mencukupi sebelum dibuat verifikasi bagi tujuan persijilan.

ii. Menjalankan sesi kaunseling bagi membimbing dan membantu calon bagi mengenalpasti dan menyediakan bukti-bukti keterampilan berdasarkan pengalaman terdahulu yang dimiliki oleh calon.

Bagi jawatan ini, antara kriteria dan syarat perakuan yang perlu anda penuhi sebagai PP-PPT adalah seperti berikut:

Antara peranan dan tanggungjawab PP-PPT termasuklah:

i. Melaksanakan verifikasi terhadap penilaian yang telah dilakukan oleh PP-PPT dan memastikan penilaian dilaksanakan mengikut kriteria kemahiran yang telah ditetapkan.

Sekiranya anda berminat untuk memohon jawatan ini, anda perlulah memenuhi kriteria dan syarat perakuan sebagai PPL-PPT seperti berikut:

i. Merupakan seorang PP-PPT yang masih sah tempoh pengiktirafan; dan

1.Warganegara Malaysia;
2.Mempunyai pengalaman kerja 10 tahun dalam bidang kemahiran dimohon;
3.Telah diperaku dan masih sah tempoh perakuan sebagai PP-PPT

Perlu diberi perhatian bahawa, hanya satu program NOSS boleh dipilih dalam satu-satu permohonan. Oleh itu, sekiranya personel memohon untuk diperaku lebih dari satu program NOSS maka bilangan permohonan juga perlu mengikut bilangan program yang dimohon. Contohnya personel memohon pembaharuan untuk program NOSS bagi SKM 1, SKM 2 dan SKM 3 maka permohonan perlu dibuat sebanyak tiga (3) kali untuk setiap program tersebut.

NOTA PERINGATAN : Sila baca dengan teliti

1. Sebarang perubahan tarikh penilaian, kaedah dan tempat tertakluk kepada keadaan semasa oleh pihak urusetia Unit Kursus Induksi Pentauliahan (UKIP) CIAST Shah Alam.
2. Tempat penilaian akan dimaklumkan melalui e-mel dan surat tawaran serta akan di kemaskini melalui sistem MySpike.
3. Permohonan adalah bagi personel yang sudah tamat tempoh lantikan personel atau yang akan tamat tempoh lantikan personel sekurang – kurangnya 6 bulan sebelum tarikh tamat tempoh lantikan.
4. Pemohon mestilah daripada zon yang telah ditetapkan dan bukannya daripada luar zon tempat tinggal atau tempat bertugas.
5. Pemohon hanya dibenarkan memohon sekali sahaja mengikut zon dan tarikh yang telah ditetapkan.
6. Permohonan perlu dibuat di dalam system MySpike mengikut tarikh permohonan seperti di dalam jadual disediakan.
7. Sebarang ketidak akuran akan menyebabkan permohonan ditolak dan tidak akan dipilih untuk mengikuti penilaian ini.

 1. Tujuan Penilaian

Penilaian Pembaharuan Personel Penilaian Dan Verifikasi (PPV) adalah untuk memastikan pengetahuan dan kefahaman PPV dari segi panduan, peraturan, penugasan dan pelaksanaan adalah terkini sebelum memperbaharui lantikan.

2. Penilaian PPV

Sesi Penilaian Pembaharuan Personel Penilaian Dan Verifikasi merupakan inisiatif JPK bagi mengukuh serta memastikan personel PPV kekal berpengetahuan, berkemahiran serta menyumbang kepada modal insan berkemahiran tinggi negara. Sesi ini juga bertujuan memastikan pengetahuan dan kefahaman PPV dalam aspek panduan, peraturan, penugasan dan pelaksanaan berada dalam tahap terbaik.

Setiap sesi penilaian PPV ini melibatkan 40 hingga 50 orang personel (maksima) dalam satu-satu sesi (seharian) dan diadakan secara bersemuka atau secara dalam talian. Peserta penilaian PPV perlu mengikuti ceramah dan ujian akhir sebelum layak untuk memohon pembaharuan lantikan PPV. Calon hanya dibenarkan untuk memohon SATU SIRI  sahaja bagi satu –satu zon yang ditawarkan. Sistem MySPIKE akan menolak permohonan sekiranya personel memohon lebih dari satu siri. 

2. Personel yang Layak Menduduki Penilaian

PPV  yang  telah tamat lantikan (3 tahun) atau akan tamat tempoh lantikan (dalam tempoh 6 bulan sebelum tamat) dan  ingin membuat pembaharuan adalah layak memohon untuk menduduki penilaian ini.  Personel Penilaian Dan Verifikasi yang terlibat adalah terdiri daripada Empat (4) jawatan lantikan iaitu;

i. PPL-SLaPB : Pegawai Pengesah Luaran Sistem Latihan Program Bertauliah;

ii. PPL-SLDN : Pegawai Pengesah Luaran Sistem Latihan Dual Nasional;

iii. PP-PPT : Pegawai Penilai Pengiktirafan Pencapaian Terdahulu;

iv. PPL-PPT : Pegawai Pengesah Luaran Pengiktirafan Pencapaian Terdahulu;   

4. Tatacara Membuat Permohonan

PPV yang berminat untuk mengikuti sesi Penilaian PPV bagi tahun 2025 boleh membuat permohonan secara atas talian dengan merujuk kepada pautan:

Pengguna>Permohonan Pengguna>Klik Kursus Induksi>Mohon Kursus Induksi>Pilih “Penilaian Pembaharuan PPV’>Papar Senarai Kursus>  dengan memilih siri penilaian mengikut zon wilayah yang hampir dengan tempat tinggal PPV.

5. Tawaran dan Pengesahan Kehadiran

PPV yang berjaya akan dimaklumkan melalui MySPIKE dan emel. PPV perlu membaca dan memahami setiap kandungan dan lampiran yang disertakan dengan teliti. PPV juga dikehendaki membuat pengesahan kehadiran seperti dinyatakan bersama surat tawaran.

6. Penalti

Tindakan senarai hitam (penggantungan setahun) akan dikenakan ke atas personel yang gagal hadir tanpa sebab yang kukuh setelah tawaran sesi PPV dikeluarkan.

Japan is struggling with a labour shortage, and they’re looking for Malaysians to fill the gaps. Hence, blue-collar job opportunities in Japan is created.

According to Kyodo News, Malaysia is planning to send blue-collared workers to Japan under a new visa programme that was launched by the latter on April 1 to let in more foreign workers into the country.

Both countries are aiming to strike a deal this July when Malaysia’s human resources minister M. Kulasegaran visits Tokyo for the signing of a memorandum of cooperation (MOC), Kyodo News reported.

A Malaysia government official familiar with the negotiations was quoted by Kyodo News as saying: “We are working with the Japanese government to formulate an MOC on sending workers to Japan as they have opened up 14 sectors to foreigners.”

The official added that the scheme could open up 50,000 jobs in Japan for Malaysians, but it has not yet been decided which sectors will be open to Malaysian workers, Kyodo News said.

Malaysia’s Prime Minister Mahathir Mohamad will also be making a visit to Japan later this month to discuss the details of the MOC.

The official also told Kyodo news that Malaysia was interested in the scheme as its government believes the country should support those willing to go abroad to earn a better salary temporarily.

Citing a small study that was conducted, the official said that the findings showed that Malaysians were willing to upgrade their skills to join any sector open to them in the visa system.

“They are excited as the higher starting salary is a major draw,” the official was quoted by Kyodo News as saying.

According to AP news, Japan previously issued working visas only to people with professional knowledge and high skills, such as doctors, lawyers and teachers.

Under the new visa system, foreign nationals with certain Japanese language and job skills will be able to apply for a resident status called Specified Skilled Worker No. 1, AP News reported.

The resident status grants foreigners working rights in 14 sectors, such as construction, farming and nursing care for up to five years.

Proficient labourers working in the construction and shipbuilding sectors can extend their stay in Japan by earning the Specified Skilled Worker No. 2 status, which will allow holders to bring in family members and renew their visa as many times as they want to.

In order to curb fears of work exploitation, the Japanese government has set up laws requiring employers to pay wages equivalent to or higher than those of Japanese nationals, and the payment should be made directly to workers’ bank accounts, AP News said.

According to Malay Mail, Malaysia will be the 10th nation that will provide foreign workers to Japan after the Philippines, Cambodia, Myanmar, Indonesia, Thailand, China, Vietnam, Nepal and Mongolia.

MTUC calls on Govt to formulate special Act to protect TVET graduates

KUALA LUMPUR (May 17): The Malaysian Trade Union Congress (MTUC) has called on the Government to formulate a special Act to protect Technical Education and Vocational Training (TVET) graduates, especially in terms of gaining employment opportunities.

MTUC president Datuk Abdul Halim Mansor said the law should among other things, require industry players to prioritise the recruitment of TVET graduates over foreign labour.

“This step should be taken to ensure industry players are involved in the development of human capital and providing job opportunities to TVET graduates.

“Currently, we do not have any protection because there is no ratio (for hiring foreign employees). In Singapore, there can only be one foreign worker for every 10 locals hired,” he said when contacted by Bernama here today.

Yesterday, Prime Minister Tun Dr Mahathir Mohamad called on key industry players to actively develop human capital and support the transformation of TVET to help improve the quality of the workforce.

Commenting further, Abdul Halim said most employers in the country looked to ‘invest’ in low-cost foreign labour, as hiring locals would require them to comply with the minimum wage rule which is considered to be burdensome.

“We have to change the attitude of employers to favour nationalism over capitalism, that is being responsible in helping the government develop human capital, especially among TVET graduates,” he added.

Dual certification in digital marketing

DIGITAL marketing is essential in the growth and development of any business today. In fact, it is so essential that it may help you overcome the looming recession due to Covid-19.

With that, BERJAYA TVET College (BTVET), through its Centre for Technology and Innovation (CTI), officially launched its first certified training programme in Digital Marketing.

BTVET’s Digital Marketing Certification Programme is said to be power-packed with intensive modules that incorporate real-world “DigiM-Technopreneur” experiences and successful business case studies. It is designed to equip SPM school leavers with practical skills in becoming professional digital marketers.

The Certificate in Digital Marketing programme was made possible through the collaborative efforts between BTVET and Digital Marketing Consultant (DMC). The programme which runs for 12 months includes a four-month internship placement. “Upon completion of this programme, students will receive dual certification from both organisations. These enhance job employability in this current digital era and propels a student in becoming digital entrepreneurs,” said BERJAYA TVET College president, Kanendran T. Arulrajah.

Additionally, the CTI offers other TVET (Technical and Vocational Education and Training) programmes, which include the Certificate (Sijil Kemahiran Malaysia) in Information Technology and Diploma Kemahiran Malaysia in Web Development. These are recognised by the Ministry of Human Resources. The programmes focus on experiential learning and use the “Vocational-Industry Connectivity” approach, which teaches pragmatic skill-based enhancement modules at both Certificate and Diploma levels.

There is also the Advanced Diploma in IT and Support Systems, City and Guilds (UK), which encompasses 16 months of study and eight months of internship. This course is globally recognised and provides students with the opportunity to pursue Degree programmes abroad.

Aditionally, there is the Skills Proficiency Certificate in Office Applications for IT, City and Guilds (UK), for those seeking vocational training, ideal for working adults seeking international certification. The course is open to special needs’ students, who will then be offered IT courses according to their interests, gradually.

BTVET also collaborates with Orade, a “smart partners”, and incorporates Orade modules in its curriculum. This helps develop students in becoming “skill-based techno-practitioners”, in demand in the IT industry.

At last year’s Malaysia Abilympics Competition, BTVET was represented by three students who competed in three different IT categories. Adam Abd Rahman, aged 19, took home the first prize in Data Processing while Mak Sai Wah came in second in Word Processing. The competition was organised by The Malaysian Council for Rehabilitation (MCR).

UPSI is first public university to offer TVET graduates to further studies

KUALA LUMPUR: Universiti Pendidikan Sultan Idris (UPSI) has emerged as the first public university to offer the opportunity to technical and vocational education and training (TVET) graduates to continue their studies.

UPSI vice-chancellor Prof Datuk Dr Mohammad Shatar Sabran, said the first cohort have already registered early this month, involving 20 vocational college and skills training public institutes.

He said, in order to create more flexibility with regards to entrance opportunities while still meeting quality standards set by the Malaysian Qualifications Agency (MQA), UPSI is opening the door to TVET students who obtain a Malaysia Vocational Diploma (DVM) and Malaysian Skills Diploma (DKM) with an overall minimum GPA of 3.66 at Malaysian Vocational Certificate (SVM) level.

“Those who fail to meet the minimum requirements such as the History subject, can sit for the paper on their own or take the subject, equivalent to the SPM.

“TVET graduates who wish to continue their studies in UPSI have to pass the Malaysian University English Test (MUET) at Band 2 and pass Band 3 to graduate, as well as pass the Malaysian Educators Selection Inventory (MedSi) test, as well as an interview,” he said.

Previously, vocational college students had to have a two-year working experience in order to obtain the Accreditation of Prior Experiential Learning (APEL) certificate from MQA to enable them to continue their studies to Bachelor’s Degree.

As such, UPSI’s offer opens the door to more opportunities to vocational college students to continue their studies at degree level without having to possess an APEL certificate, but only meet SVM requirements.

The move is in line with the establishment of UPSI’s Technical and Vocational Faculty campus in Teluk Intan in 2019.

He said, for the first cohort, the learning opportunity covers Bachelor’s Degree in Agricultural Science, Home Economics, Design and Technology, as well as Human Resources Management.

For diploma level, there is a minimum 2.5 CGPA requirement, which is on par with Level 4 of the Malaysian qualifications framework, as well as meet other requirements such as a pass in Bahasa Melayu, as well as a pass or credit in History at SPM level.

Comment: Believe that many TVET/SKM holders are still unaware of the opportunities to further their study to Universities, IPTA or IPTS.
Some critics may say tertiary (Degree, Masters, PhD) paper qualification does not guarantee you success in your career, actual fact is that it does really help to build and enhance your critical thinking skills. And with just a technical skills qualifications, how far can you go?
But it’s different if you have technical skills and then combined with management skills (and paper qualification), you will rise@URISE up in your career. And along with it a better quality of life for your family and maybe higher social status (as opposed to just a technician).

Maszlee to head TVET empowerment committee

JASIN: Education Minister Dr Maszlee Malik will head the national-level Technical and Vocational Education and Training (TVET) Empowerment Committee to develop a new policy that is more relevant to industrial needs.

Human Resources Minister M. Kulasegaran said the decision was reached at a special meeting among ministers and ministries related to TVET last Wednesday.

“The new TVET Empowerment Committee has been merged with the previous one led by Permatang Pauh MP Nurul Izzah Anwar and it will be headed by Dr Maszlee Malik.

“Our aim is to review related issues thoroughly and devise a new strategy in order to strengthen TVET,” he told reporters after visiting the Selandar Industrial Training Institute (ILP) here yesterday.

Kulasegaran also said that specific focus would be given to the implementation of TVET in training institutions across the country including ILPs and vocational colleges.

He said the special focus involved various aspects including better allocation and infrastructure to produce skilled manpower.

This was in line with the current needs of the country’s job market that emphasised on the recruitment of skilled manpower as opposed to academic qualifications to face the Fourth Industrial Revolution (IR4.0), he added.

Kulasegaran said the special focus was also to create more local skilled manpower at 35% next year compared to just 28% now.

Comment: Hope that decisions to be made by the new TVET Empowerment Committee headed by the Dr Maszlee would not favour TVET institutions under the Education Ministry over TVET institutions under Human Resources Ministry, like how the Vocational Colleges (KV) has ‘cannibalised’ the ILP & IKBN/IKTBN in terms of students enrollment & ‘special’ approvals given to them in the past, despite them not fully ready to implement TVET programs.
